Project Summary

The Karuk Clean Transportation Pathways project is a community-led planning effort by the Karuk Department of Transportation (KDOT) to develop a safe, affordable, and resilient transportation system for the Tribe’s mid-Klamath communities. The study area spans the Karuk towns of Orleans and Happy Camp and the 45-mile highway corridor between them, a rural region along the middle Klamath River in Humboldt and Siskiyou Counties that sits in the heart of the Tribe’s ancestral home. As of 2023, the Tribe had 3,627 enrolled members, with high concentrations of vulnerable populations (39.3% youth, 11.8% elders, 16.2% disabled) and 72.3% classified as low-income, nearly double the rate of surrounding counties.

The project pursues two primary goals: identifying barriers and opportunities for low-carbon clean transportation that serve whole-community needs, and supporting the planning and long-term sustainability of the new Happy Camp–Orleans transit link. Both are planning efforts intended to inform future implementation and broader statewide policy, deliberately grounded in local conditions rather than infeasible urban models. By the project’s close, the Tribe expects to have a clean transportation roadmap with an actionable investment plan, as well as a business plan and a procedures manual to sustain the transit service over time.

Project Descriptions and Transportation Equity

Transportation inequities run deep in the mid-Klamath region. Because the area has few services, residents travel 1 to 3 hours to Yreka or Eureka for groceries and medical care, and public transit is sparse, with no current link between Orleans and Happy Camp. A 2025 Transit Feasibility Study found that 36% of Karuk households struggle to access transportation, and only 78% have regular vehicle access. Hazards such as wildfires, rockslides, and storms frequently isolate communities, and unreliable electricity, combined with high fuel costs, makes the shift to electric vehicles feel risky and out of reach, since EVs are not viable without reliable power during wildfires. Safety compounds these access problems: primary corridors lack sidewalks and shoulders, multiple fatalities have occurred, and reaching schools, work, and cultural sites on foot or by bike is dangerous.

The project addresses these challenges through two parallel tracks. The whole-community clean transportation effort will use community meetings and focus groups with youth, elders, first responders, and others to identify realistic low-carbon pathways, combining that input with other data to assess options and build an investment plan that includes charging infrastructure, pedestrian support, and vehicle options. In parallel, the project supports the new Happy Camp–Orleans transit line, launching in early 2026 but currently fossil-fuel reliant, by developing the staffing, operations, business plan, and operational standards (fare collection, safety protocols, child seating) needed for long-term sustainability. Equity is central throughout: the project explicitly aims to ensure climate solutions reflect local realities and that low-income households, youth, and elders are not left behind in California’s transition, including non-motorized options to protect those without private vehicles.

Community Benefit

The beneficiaries are those living and traveling in the mid-Klamath corridor, particularly residents with low incomes and poor electricity reliability who must make long, difficult trips for groceries, medical care, and education. The project addresses transportation inequity specific to rural, remote Tribal communities, engaging community focus groups (youth, elders, cultural practitioners, responders, and parents) alongside regional transit operators to ensure outcomes are tangible and meaningful. Reliable transportation here is essential for accessing healthcare, education, employment, and ceremonial grounds, so improvements directly support both daily needs and cultural participation.

Two anticipated benefits anchor the effort: a clean transportation roadmap with actionable plans to bridge the gaps between community needs, infrastructure, and policy, and improved public transit access through van service designed for the specific realities of mid-Klamath residents. The project also builds lasting institutional capacity. Because it is led by KDOT with support for staff positions, it significantly strengthens the department’s ability to operate a sustainable transit system and to carry planning outcomes forward with dedicated staff. In this way, the benefits reach beyond any single deliverable, leaving the Tribe better equipped to follow through on future transportation investments.

Partnerships and Structure

The partnership is structured to keep decision-making power with the community while drawing on specialized technical and cultural expertise. The Karuk Department of Transportation (KDOT) is the lead applicant; accountable to the Tribal Council, it provides administrative oversight and serves as the implementing agency for transit between Orleans and Happy Camp, guided by a mission to provide safe, reliable, accessible infrastructure that respects Karuk cultural and natural resources.

The roles are organized as follows:

KDOT (Lead Applicant): Project administration and transit planning, plus building implementation capacity through a part-time staff position and in-person transit training.

Karuk Department of Natural Resources (KDNR) (Sub-Applicant): Leads community engagement through its Pikyav program, which bridges traditional cultural practice with modern science and is experienced in convening diverse community groups for rich, representative input.

Schatz Energy Research Center at Cal Poly Humboldt (Sub-Applicant): Provides infrastructure planning, multi-disciplinary data synthesis, and technical analysis, drawing on a long-term partnership with the Tribe and expertise in low-carbon implementation.

Community partners: Including Orleans Elementary School and the National Indian Education Association (NIEA), who help facilitate youth and educator involvement, with additional partners recruited through local networks.

Community power and equity are built into the design through a “bottom-up” feedback loop managed by KDNR, in which insights from community meetings directly shape the priorities presented to the Tribal Council. To counter potential power imbalances between technical partners and the Tribe, the structure ensures the Karuk Tribe retains final approval over all synthesis documents and infrastructure recommendations, and it prioritizes Pikyav’s cultural protocols so that the Schatz Center’s technical data is balanced with traditional ecological knowledge and community-identified needs.
