Community Planning & Capacity Building Grants: 2025 Request for Applications

CARB is currently reviewing and scoring applications. We are working to complete this process as thoroughly and efficiently as possible. Award announcements are now anticipated in April 2026. All applicants will be notified once final decisions have been made.

Planning and capacity-building projects help communities build the capacity, partnerships, and information needed to shape equitable clean transportation solutions. Projects focus on understanding community-identified mobility needs, strengthening local organizations, and preparing for future implementation. This funding supports communities—especially disadvantaged, low-income, rural, and Tribal communities—in developing a strong vision for clean, accessible transportation. The deadline for application submissions ended February 10, 2026, with $7.3 million available to support approximately 15 grantees. Each project may receive up to $500,000 in funding, and application support was provided to assist interested applicants.

Who was Eligible?

Eligible applicants included Tribal governments (federally or non-federally recognized), local governments, community-based organizations (CBOs), and California public schools (K-12). Additionally, more than 50% of the project area must be within a disadvantaged and/or low-income priority population community.
