Momentum
The Institute for Sustainable Communities (ISC) is a global nonprofit organization dedicated to driving sustainable solutions for communities facing environmental, social, and economic challenges. Founded in 1991, the ISC focuses on building capacity and empowering local stakeholders to create sustainable change tailored to their unique circumstances. Its initiatives range from combating climate change through clean energy transitions and resilient infrastructure projects to fostering social equity by promoting inclusive development practices.

California Air Resource Board
The California Air Resources Board (CARB) is a state agency tasked with protecting public health and the environment by reducing air pollution and combating climate change. Established in 1967, CARB serves as a cornerstone of California’s environmental policies, developing regulations and programs to ensure cleaner air and sustainable practices across various sectors. Its responsibilities encompass regulating emissions from vehicles, industries, and consumer products while promoting alternative energy solutions such as electric vehicles and renewable fuels. For example, CARB has been instrumental in enforcing strict vehicle emission standards that set benchmarks for other states to follow, thereby influencing national policies on clean air.
Clean Mobility Equity Alliance
The Clean Mobility Options (CMO) Pilot Program represents a significant initiative designed to promote equitable access to clean and sustainable transportation in under-resourced communities across California. This statewide program provides vital funding and technical support for two primary types of projects: clean mobility projects and community transportation needs assessments. CMO awards up to $1.5 million per voucher to fund zero-emission mobility initiatives such as bikesharing, ride-on-demand services, carpooling, vanpooling, and electric vehicle carsharing, addressing critical gaps in transportation infrastructure while supporting access to essential destinations. A total of $33 million has been designated for these mobility projects, with specific allocations including $3 million reserved for tribal governments, $7.5 million for applicants previously awarded Community Transportation Needs Assessment funding, and $10 million for current mobility project awardees.
