Request for Planning & Capacity Building Project Grant Applications Opening Soon

Planning and Capacity Building projects aim to increase transportation equity in disadvantaged and low-income communities by addressing key challenges and preparing these areas for clean transportation solutions. These projects focus on improving the local understanding of residents’ transportation needs, helping to build both organizational and community capacity, and laying the groundwork for implementing projects that close transportation gaps and enhance access to clean transit options. A Request for Applications is expected to open in mid-2025, with approximately $7.3 million available to support around 15 or more grantees. Each project may receive up to $500,000 in funding, and application support will be available to assist interested communities.

Who is Eligible?

Examples of eligible organizations encouraged to apply are, but not limited to tribal governments, local governments, community-based organizations, and school districts. Technical Assistance Teams

Interested in being part of these PCB community projects? The California Air Resources Board selected Data for Social Good, with partners Momentum and the Institute for Sustainable Communities, to serve as the Planning and Capacity Building Administrator through April 2027. The Planning and Capacity Building Administrator provides technical assistance to grantees across three California Air Resources Board programs and is currently recruiting for its Community Support Teams and the Technical Expert Network to enhance its offerings.

The establishment of Community Support Teams allows equitable, contextualized support to grantees, providing guidance and advice based on members’ perspectives, expertise, and lived experience. The Technical Expert Network expands the range of support available to grantees and will cover topics like translation services, project implementation, data collection, and survey design.

We value and appreciate the expertise members provide in this space based on their experience. A stipend of $65 per hour is offered for participation. Types of Technical Assistance Teams

Community Support Teams (CST)

Community Support Teams will assist grantees through virtual check-ins held every other month, offering guidance across a wide range of topics such as equitable community outreach, project management, and two-way stakeholder engagement. CST members will participate in a 60-minute onboarding training and engage in quarterly check-ins with the Planning and Capacity Building (PCB) team. The expected level of engagement includes 16 meetings scheduled between April 2025 and October 2026.

Technical Expert Network (TEN)

The Technical Expert Network will support grantees through regularly scheduled office hours, which include sign-up time slots, along with ad hoc technical assistance as needed. TEN members are expected to provide at least two office hours per month and will also participate in a 60-minute onboarding training and quarterly check-ins with the PCB team. This structure is designed to ensure consistent access to technical guidance throughout the project period.
